Importance of Vehicle Registration

Registration of motor vehicles is mandatory in India as per the Central Motor Vehicles Act of 1988. The act prohibits vehicle owners whose vehicles are not register from driving vehicles in any public place in India. How to Register a Vehicle in Kerala?

Here's a step-by-step process to register a vehicle in Kerala:

Step 1 - Ensure that your vehicle has not been previously registered, as a registration mark is mandatory for driving a vehicle in any public or private area.

Step 2 - Download and fill out Form 20 (available at the Kerala Motor Vehicles Department website) and collect the necessary documents (Sale Certificate in Form 21, Road worthiness certificate in Form 22, Original sale certificate from the concerned authorities in Form 21 in case of an ex-army vehicle, Form 22A from the bodybuilder in the case of a body-built vehicle, Income tax declaration in Form 60)

Step 3 - Submit the application along with the required documents to the Registering Authority in the jurisdiction where you reside or have your business, and where the vehicle is typically kept.

Step 4 - After inspection of the vehicle, you will be given an acknowledgement receipt.

Step 5 - The vehicle number will be allotted and displayed on the notice board and the department website at keralamvd.gov.in on the same day.

Step 6 - The Registration Certificate will be delivered to the registered address by Speed Post within three days.

Step 7 - Pay the necessary fees and taxes during the designated hours of 10:30 am to 1:00 pm at the Regional Transport Office or Sub Regional Transport Office.

Step 8 - Ensure that the registration mark is displayed on the vehicle in the specified manner and in the specified places.

Note: It is important to submit the application for registration within seven days from the date of delivery of the vehicle, excluding the period of the Journey.

Documents Required for Vehicle Registration in Kerla

To register a vehicle in Kerala, an application in Form 20 has to be made to the registering authority along with other necessary documents. The application for vehicle registration should be made within a period of 7 days from the date of vehicle purchase

After a vehicle completes 15 years of age after it was registered for the first time, the registration must be renewed after getting the vehicle inspected at the RTO. Process to Get Duplicate Vehicle Registration Certificate

In a situation when the vehicle owner has lost their original registration certificate, they can make an application in Form 26 for the issue of duplicate registration certificate. The documents mentioned below are to be submitted along with the application.

Recording or Cancellation of Hypothecation

For vehicles purchased on loan, hypothecation is an important process. The same should be recorded in the Registration Certificate. Also, when the loan is fully paid off by the vehicle owner, the hypothecation should be cancelled in the RC.

  1. For entering hypothecation in the Registration Certificate, an application can be made in Form 34
  2. To remove hypothecation from the RC, an application can be made in Form 35
  3. Additional documents required: Pollution Under Control Certificate, Registration certificate, print of chassis, Vehicle Insurance document.

Change of Address in Vehicle RC

For recording change in the address of the owner of the vehicle, an application should be made in Form 33 along with the following documents:

How to Renew a Vehicle in Kerala?

Here is a step-by-step procedure to renew the Registration Certificate (RC) in Kerala RTO 

Step 1 - Check the expiry date of your permanent RC. The validity of a permanent RC is 15 years from the date of issuance.

Step 2 - Apply for RC renewal at least 60 days before the expiry date.

Step 3 - Download Form 25 from the Kerala Motor Vehicles Department website and fill it out with the required information.

Step 4 - Submit the completed Form 25 to the RTO office along with the following documents (A copy of the existing RC, Valid insurance certificate, Pollution under control (PUC) certificate, Proof of address, and any other documents as requested by the RTO office) 

Step 5 - Pay the due taxes for your vehicle. This includes road tax, Green Tax, and any other taxes that may be applicable.

Step 6 - Pay the appropriate renewal fee as per the Central Motor Vehicle Rules, 1989.

Step 7 - After a physical inspection of your vehicle by a designated officer, your RC will be renewed.

Step 8 - Once the RC is renewed, you will receive a new RC in the mail.
